Lawrence Chan

Representative matters include: 

California Air Resources Board Southern California Headquarters. Lawrence represents the State Public Works Board of the State on financings for various State projects. Recently, Lawrence represented the State Public Works Board on an approximately $295 million financing for the California Air Resources Board’s new southern California headquarters, which is an approximately 400,000 square foot facility housing office space and emissions testing rooms and laboratories.

Orange County Community Facilities District Financings. Lawrence has represented the County of Orange as bond and disclosure counsel on land-secured financings totaling over $250 million to finance infrastructure improvements related to the master-planned community in south Orange County being developed by the Rancho Mission Viejo company.

City of Sacramento. Lawrence has represented the City of Sacramento as disclosure counsel on a variety of financings, including lease revenue bonds, utility financings and land-secured financings.

City of San Diego. Lawrence has represented the City of San Diego on over $500 million of lease revenue bonds issued to finance and refinance various capital improvements of the City.

Silicon Valley Clean Water. Lawrence served as bond and disclosure counsel to Silicon Valley Clean Water (SVCW) on financings for major components of SVCW’s capital improvement plan, which included a new 3.5 mile long gravity pipeline.  SVCW provides wastewater treatment services to various cities in San Mateo County.
