Mark has acted as lead counsel on numerous plan adoptions and amendments, as well as transactions. He has also advised school districts and community colleges and has served as oversight board counsel. He also has experience as a city attorney, assistant city attorney and deputy city attorney.
He is an active participant in seminars conducted under the auspices of the California Redevelopment Association, the National Association of Housing and Redevelopment Officials, and the University of California, Irvine, Extension. He has spoken before the California Association for Local Economic Development as well as multiple chapters of the California Society of Municipal Finance Officers concerning redevelopment dissolution and related topics.
Mark is the principal author of the Structuring Business Grants and Loans program, which has been offered nine times by the California Redevelopment Association.
