Some highlights of Reed’s career include:

When the Chula Vista Elementary School District needed more elementary schools to accommodate its growing student population, Reed served as the district’s bond and disclosure counsel. He worked on expedited schedules to complete financing and refinancing deals quickly so that the district could maximize the benefits from the new facilities.

Reed assisted the City of Beaumont with the formation of more than 10 community facilities districts and served as bond and disclosure counsel when those districts needed to issue bonds to finance badly needed infrastructure.  Reed worked with developers and an array of third-party consultants to ensure the deals were done correctly and on time.

When the City of Oceanside issued bonds to finance the construction of a new community aquatics center, Reed served as the city’s bond and disclosure counsel. Despite an array of challenges, Reed and his team made sure that the deal was structured in a manner that best served the City’s interests.

Reed served as underwriter’s counsel and prepared the offering memorandum to finance the construction of the Silverlakes Soccer Complex in Norco, California.  Though this complicated transaction involved conduit bonds backed by a loan agreement, a lease agreement and a series of financial guarantees, Reed’s team closed the deal on time so that construction of the soccer complex could begin as scheduled.

For a complicated deal that required significant due diligence and paperwork, Reed served as bond and disclosure counsel in the refunding of over 50 tax allocation bonds for the County of Los Angeles Redevelopment Refunding Authority. 

Reed has helped numerous cities and water districts issue debt to finance and refinance capital projects.  In addition to his bond and disclosure counsel duties, his background in water law allows him to approach both water and wastewater transactions with a unique perspective and identify the core issues that need to be resolved.
