Experience
Denise Harbaugh Hering practices public law with an emphasis on municipal finance as bond counsel, underwriter counsel and disclosure counsel. She represents various municipal issuers and investment banking firms in connection with the issuance and purchase, respectively, of municipal bonds, with a focus on Mello-Roos and assessment bonds, redevelopment agency tax-allocation bonds, general obligation bonds, certificates of participation and revenue bonds. She also regularly represents various school districts, cities, counties water districts, and private property owners in negotiations, documentation and administrative matters related to municipal finance.

Ms. Hering is an active speaker, regularly participating on various panels as a municipal finance expert.

She received her J.D. in 1987 from the University of San Diego, where she was a published member of the Law Review. She received her B.S. degree from the University of Missouri, Columbia.

Ms. Hering is a member of the State Bar of California, the Orange County Bar Association, the National Association of Bond Lawyers, and the Coalition for Adequate School Housing.
