Experience
Robert J. Whalen has for more than 22 years been a public finance specialist, accumulating extensive experience acting as bond counsel, disclosure counsel and underwriter’s counsel in connection with municipal financings, with particular areas of expertise including land-secured financings, lease financings, general obligation bond financings, pension bond financing, and multifamily housing financings.

Mr. Whalen represents cities, counties, school districts and joint powers agencies throughout the State, assisting them in financing a wide variety of public infrastructure projects. He also represents both public agencies and investment banks in connection with disclosure issues related to public financings.

He is a frequent speaker on municipal finance issues at industry conferences and conferences sponsored by the California Debt and Investment Advisory Commission, the University of California, Los Angeles Extension Program and the University of California, Davis Extension Program.

Mr. Whalen received his J.D. from the University of California, Berkeley, in 1978 and his bachelor’s degree from Harvard College in 1975.

Special Honors and Memberships
Mr. Whalen has been a member of the Board of Education of the Laguna Beach Unified School District since 1997.

He is a member of the National Association of Bond Lawyers, a past president and current board member of the Laguna Beach Education Foundation (SchoolPower), a member of the City of Laguna Beach Planning Committee, and a board member of the Boys & Girls Club of Laguna Beach.
